Deploying twilio integration returns Error 503: Server Unavailable

Description
Hello, I am running this integrations, but when sending messages from whatsapp to the bot I get no response, (unless I send the same message twice).
Reviewing Google Cloud Run logs I found:
POST 503 296 B 2ms TwilioProxy/1.1 https://dialogflow-twilio-efegdgrjih-uc.a.run.app/
But when deploying it at Facebook Messenger or Telegram, no error exists, so is not an error in the fullfilment.
