htcondor example doesn't seem to work for me

When I ssh to the condor-submit node, the condor tools are not in my path.

I followed the README in

https://github.com/GoogleCloudPlatform/deploymentmanager-samples/tree/master/examples/v2/htcondor

I launched a centos-7 VM and edited condor-cluster.yaml to reflect

* centos7
* the time zone I'm in and that the VM is in (us-east1-b)
* uncommented the version of condor in the README

But when I ssh using

gcloud compute ssh condor-submit

there are no condor tools available and I'm dead in the water. Thoughts?
