Can we perform the following actions automatically?

Domain name mapping for the Cloud Run API - confirm that this can be automated
Domain name mapping for the Cloud Run UI - confirm that this can be automated

In VM startup script check that the domain is verify that the user owns the domain by executing the gcloud verify command with the current user; if this command fails, then fail the deployment, otherwise allow the deployment to continue.
