Add admin functionality that reads existing managed datasets or views and creates as custom

In the event where someone were to re-initialize there Datashare dataset, there is no way for Datashare to read in existing 'managed' objects. Existing views could be read in and created as custom type, and accounts with READER role could be setup as configured.

No files, tests, or entry points are named. Start by locating the admin re-initialization flow and how managed datasets, views, and READER accounts are represented; done means existing views can be recreated as custom objects and READER accounts can be restored as configured.
