Description
Now windows agent utility [automatically generates](https://github.com/GoogleCloudPlatform/compute-image-windows/blob/183d49bd206fae3f135a1d981275dcf4c3b4ead8/GCEWindowsAgent/accounts.go#L107) a new random password, but we need to explicitly specify desired password for windows user account.
