Description

I believe geo-partitioning is not yet supported by the emulator.

- Support instance partition resource in REST/gRPC
- Support `CREATE PLACEMENT` statement
- Support `PLACEMENT KEY` in `CREATE TABLE`

This issue has not been assessed yet.
