Improve Google Cloud Project selection window

### Expected Behavior

Loaded projects should not be reloaded automatically upon using the _Select Google Cloud Project_ window. Another solution could be to allow saving a list of projects to allow easier switch between projects.

### Actual Behavior

When selecting a Google Cloud Project from the _Select Google Cloud Project_ window, all of the projects available to my account are loaded. This is not a problem for small organizations per se, but for larger organizations with thousands of projects, it takes a while (a couple of minutes), so it makes switching between projects a pain. It could be ok if all the projects were loaded once upon login, but from that point, they should not be refreshed automatically.
