Changed the way confyui is deployed

- Move src/ to container-images/
- Move workloads/ to kubernetes-manifests/ and use kustomize to choose accelerators
- Create a checkpoint downloader in container-images/ and move copy-checkpoints/ to use it
- Check if provider kubernetes is needed
- Check if google-beta provider still needed
- Check if google_project_service can be moved into the core platform, or inference-ref-arch platform
