Simplify running cloud_bigtable_ycsb

Description

`cloud_bigtable_ycsb` requires some extra setup:
1. The user needs to create a Bigtable cluster.
2. The VMs need to be created with specific scopes.

We could automate the first. The second is difficult right now, but we should add some documentation.

This issue has not been assessed yet.
