Play Store: "This SDK version has been reported as outdated."

**Describe the bug**
In March 2024, I used a current copy of Bubblewrap to make an Android app.

**To Reproduce**
Steps to reproduce the behavior:
1. Create a PWA
2. Use Bubblewrap to create an App for the Play Store
3. Publish it
4. See error
androidx.fragment:fragment:1.0.0
This SDK version has been reported as outdated. Consider upgrading to a newer version (1.1.0+).

**Expected behavior**
Bubblewrap should meet the expectations of the Play Store.
