Migrate and consolidate aside implementations in webdev-infra, implement Tip type

web.dev and d.c.c currently have their own, separate Aside implementations but should actually provide the same types, colors and icons on both sites. To ease maintenance they should be consolidated in the shared webdev-infra package, following the BrowserCompat example.
