Upgrade target sdk to 35

Most of the projects target 31 SDK, `twa-post-messages` targets 33. ~According to [Play Market requirements](https://developer.android.com/google/play/requirements/target-sdk), we missed a deadline this means that existing PWAs probably can't update and new one can't publish.~ (App can target another SDK and still being built okay, that'd not prevent from publishing, but ABH compatibility with new APIs is not guaranteed)
