Trusted Web Activity - Skip Welcome and Turn on Sync Page

I manage many Android devices via a Mobile Device Manager, using it for remote installs of the Android Chrome app and my custom Android app, that contains Trusted Web Activity. Nevertheless, when my users run the app for the first time, they are often confused by the Welcome and Turn on Sync pages.

**Describe the solution you'd like**
I would like it if Chrome running via Trusted Web Activity skipped the Welcome and Turn on Sync pages.

**Describe alternatives you've considered**
I was looking for a Chrome policy that could skip the first run experience, but I did not find any policy that could do so.

**Additional context**
- These devices are used in fulfillment centers by warehouse workers.
- Workaround: Every time I add a new device to the fulfillment center, I have to manually accept Chrome on the Welcome page and skip the Turn on Sync feature.
