fix(jans-lock): jans-lock service showing down in admin-ui

jans-lock service showing down in admin-ui
**To Reproduce**
Steps to reproduce the behavior:
1. install 5.13.0
2. launch url
3. See jans-lock service or check jans-lock logs

**Expected behavior**
should show service running and there should not b error in l ogs
