feat (admin-ui-frontend): Plugin for Cache Refresh

### Description

The oxTrust Cache Refresh service was recently migrated by Shekhar to Jans as a standalone service.

In Gluu Server 4, oxTrust provides a large web form with several tabs to configure "Cache Refresh" This is a feature request to replicate the design, but we need to move the functionality to the Admin UI.

One feature Jans is adding is KeyCloak user DB synchronization. We need a new graphical admin ui to help with this too.
