View functionality

One teacher of GeoDa misses these two sets of functionality that used to exist in previous versions and are no longer there now:

1) Tile views -- basically a way to organize all open views so they're visible at the same time, like the clean-up function for desktop thumbnails (this was possible before because of the grey window that all views were constrained to).

2) Duplicate the same view: create the same view again.

Let's look at how much effort is involved in adding these back in.
