the control feature does not work properly when entering another user (multi Users)

## Describe the bug
Android is equipped with multi-user features on several devices, one of which is the Nokia 5.4 and Google Pixel 4 as well as several series. VIVO and IQOO include this feature

The Copy-Paste feature currently only works on the main user (admin/default), does not work on other users.
On the terminal display it displays "Device clipboard set", but on the device no action is displayed.

Reproduce the copy-paste behavior on a supported multi-user Android device, using the reported "Device clipboard set" terminal message as the starting observation. Trace the clipboard-control path and verify that copying to and from a non-admin user works as it already does for the main user.
