scrcpy not working at all

**Environment**
- os: Windows 10
- scrcpy version: 2.4
- installation method: download zip file
- device model: dell
- Android version: 11

**Describe the bug**
As soon as I open the application it closes immediately

ERROR: Could not start adb server

```

Use the downloaded scrcpy 2.4 application on Windows 10 and begin with the `adb start-server` failure shown in the report. Check whether the ADB server can start independently before investigating scrcpy; done means the daemon starts and the application no longer closes immediately.
