scrcpy 2.0 does not work with samsung m21

**Environment**
- OS: [Windows 10]
- scrcpy version: [2.0]
- installation method: [download scrcpy-win64-v2.0.zip from https://github.com/Genymobile/scrcpy ]
- device model: Samsung Galaxy M21
- Android version: [13]

**Describe the bug**
```
$ ./adb devices
List of devices attached
RZ8R81E12JN device
```

Running
`$ ./scrcpy`
gives this 'Application Error' window
```
The application was unable to start correctly(0xc0000022)
Click OK to close the application
```

Reproduce the failure with scrcpy 2.0 from the downloaded Windows archive on a Samsung Galaxy M21 running Android 13, confirming that adb devices detects the phone first. Investigate why launching scrcpy produces Windows error 0xc0000022; done means the application starts successfully and connects to the listed device.
