Error at first run in Windows

Hello, I copied all files into a folder and set a PATH to the folder (C:\Screencopy)
I have run the 64bit scrcpy.exe as administrator
I typed scrcpy in CMD and got this error:

INFO: scrcpy 1.17
adb: error: failed to get feature set: no devices/emulators found
ERROR: "adb push" returned with value 1

Have I missed a step? My phone is attached to USB on the PC
