Set width for map scale (-L) with % values and make it optional

Just a suggestion and following #6211.

To be able to define the map scale with % value of the map width.
It is a more complex that colorbar and map roses because a map scale with, for example, 20% width probably don't correspond to a round value (like 800 km for example).
