percentage edits are nice, OP edits could be nicer!
- [ ] Allow OP allocations to be editable
- [ ] Simplify OP display (remove decimals)
- [ ] Allow category allocations to be out of 100% (of the parent category overall allocation percentage) ex. category 5.8%, project 15%
- [ ] (Optional) percentages display only, change with OP allocation
