Description

As a user, I want to have the option to give stars for projects, it helps me to do ranking easier and faster, while I have the power to compare, I can get rid of low-quality projects to show up again, or I can send the top projects to the place which not needed to be in comparison again. Also, it acts as a note to me to be aware of what I was thinking of them if they show up again.

**Success Criteria:**

1. The projects load with 3-stars as default. [Like this. ](https://www.figma.com/design/WTT6ygvEonijX7Lc0pj6Ru/Pairwise-Desktop-App?node-id=988-65313&t=P32HEhuOAkhiKYMC-4)
2. The styling of the starts component should be exactly similar to Figma design.
3. Default background color of the card will be white and not dependant to stars,
4. The starts component hovers AT THE BOTTOM OF THE SCREEN and is fixed, not getting affected by the scroll.
5. When the user hovers the mouse over each star, the stars will appear. [New Styling is here](https://www.figma.com/design/WTT6ygvEonijX7Lc0pj6Ru/Pairwise-Desktop-App?node-id=988-65381&t=P32HEhuOAkhiKYMC-4)
6. In the above scenario, if the user moves over without clicking, it returns to the last selected status. If the user clicks, it saves instantly.
7. If the user saves any starts on any projects, it loads with that status again if a project can appear later. [Design of the clicked state](https://www.figma.com/design/WTT6ygvEonijX7Lc0pj6Ru/Pairwise-Desktop-App?node-id=988-65381&t=P32HEhuOAkhiKYMC-4)
