Whole header row areas should be link to expand view (except the header text title that is link to a page)

**User Feedback:**
something I find myself doing is clicking anywhere on the bar to try and expand the element - but if I click on the header text it often takes me to a link.
I actually need to only click on the right-hand side to expand it


Acceptance Criteria:

1. User click on text and open a link
2. the whole header should be linked to expand view except the title text.
