Project Comparison General UI Structure with new styling.

**### Success Criteria:**

- Not having or minimizing the scroll on the desktop, so users can see both cards' structure in one view
- having the above sections working fine.
- The category name should be the same as what the user is eligible to vote on.
- The Progress bar should not act strangely like not progressing, accidentally progressing, or even regressing.
- the user address should be there in the title. If the user changes the address in their wallet we should instantly let them know by showing the modal to sign again with their badgeholder address.
