Create clickable prototype of the Hatch Dashboard

The purpose is to demo the product in the early stages and gather feedback from closed group of users. The prototype should be fully functional except for the input fields (parameters).

As a User I want to:
- see the welcome page
- explore modules
- enter parameters and see the results on the screen
- submit my proposal

As an Admin I want to:
- Sign in (if whitelisted)
- see all settings and options
- configure the modules
- adjust the layout settings (visual elements)
- preview changes
- save and publish
