Description

### User story

As an admin, I want the restart command to delay (10/15-sec?) before starting up again so as to allow a 'proper' start-up

Ubuntu 24.04

### Further information

Might be a 'me' "issue", but my LGSM servers don't always restart 100% proper. Often I'll find the console.log file empty...yet the rolled file continues to grow. Yet, if I STOP the server, give it a few sec. to 'settle down' & start it again, all is fine w/ the world :)

Again, not always, but enough that I now wait to see if the log is valid &, if not, do a stop/wait/start to ensure.
