[BUG] UT 99 installung mutator

* **LinuxGSM version:** [v21.5.1]

## Further Information

Although the server installs fine from LinuxGSM. the actual problem arises after installing a mutator that generates a .ini file, this can be anything from ACE anticheat, mapvote, or different newnet/IG+ mutators. it will NOT write and produce the .ini file. Ive literally tried everything and proved through a process of elimination its a bug in the LinuxGSM install.

## To Reproduce

Repoduce the problem by installing an
ything that generates a .ini config file
Config .ini will not be generated or written to the system dir
