Update oclif to latest

Currently (2024-12-18), a fresh install of the public sdk yields the following warnings:

We should update our oclif version to a recent and supported version.

No files or tests are named. Start by locating the CLI package manifests and oclif entry points, then reproduce the reported global install warnings with @gala-chain/cli@2.x.x. Done means the CLI uses a recent supported oclif version and the deprecated oclif package warnings no longer appear.
