Description
Right now we cannot compute FFTs of images with varying lower bounds. See the TODO item in the image.py file.

Research direction
Start with the TODO in image.py and trace the existing FFT path for images with the current lower-bound assumptions. Confirm the change by checking that FFT computation also works when xmin and ymin vary, using any relevant existing image or FFT tests you find nearby.
