Layout Component

In this ticket we want to finish the layout component which will be used for the footer and header on every page. We already have the actual component setup, but we need to finish the header component and make small styling changes to the footer.

- use the `layout` branch
- finish the header in the header directory and add it to the top of the layout component
- make sure the footer styling matches the styling on the previous website
- changes can be tested on the `/about` page on the website

Use the layout branch and inspect the existing layout component and header directory first. Finish the header there, place it at the top of the layout, and compare the footer styling with the previous website. Verify the result on the /about page; done means the shared header and footer match the requested behavior and appearance.
