## Context
- Fix the frontend for the admin notification creation as seen [here](https://www.figma.com/design/Qd2Re6coyNyGN8QmsRpVVs/VolunTrack-2.0-Fall-25?node-id=15049-514&p=f&t=hWkkqiyPK55Y2ABO-0).
- Frontend is already created but just vibe coded so feel free to scrap all of that and implement the design, backend hookup should be there so base it on that.
- Get to the frontend by going to settings and then notifications in the side bar
## Acceptance Criteria
- [ ] Do the above frontend with proper design as based on the Figma
