Notification Frontend

## Context / Requirements

- You will need to design the frontend for the notification system
- You will have to have dummy endpoints for getting the scheduled notifications and history
- Don't worry about the birthday notifications
- Also have to create the form for creating notifications
- Again, just create a dummy route for posting the newly created notifications
- Work with the dev for https://github.com/GTBitsOfGood/VolunTrack/issues/522 to figure what the body and response will look like for the endpoints for notifications
- This is mostly a design ticket, so STYLE THIS PROPERLY
- Do not use absolute values
- Make sure to check all designs with the designers and PM

Coordinate with the designers and PM before implementing the notification frontend, including dummy routes for scheduled notifications, history, and creation.
