Volunteer Application Portal Frontend

## Context

- We need to create the frontend of the Volunteer application portal
- You will need to create the new tab, design how pending applications will look, how the history of applications will look, and the approval and denials

## Requirements

- For now, you will need to use dummy endpoints for getting pending applications, getting the history of applications, approving, and denying
- Put in dummy endpoints, but in your PR list where these are so they can go in and be changed
- The bulk of the effort of this ticket is in the frontend design, not necessarily in interfacing with the backend
- Everything needs to be styled PROPERLY, this means no absolutes or anything like that
- Speak with the designer where help is needed

## Acceptance Criteria

- [ ] Frontend matches the Figma
- [ ] Show to designer and PM when you are done (even with dummy data inserted)
