Create Tutorial PoC

### Description
Users are requesting a tutorial feature that guides new users on how to use Mapscout.
The goal of this issue is to create a PROOF OF CONCEPT for a tutorial system. IE, create an extensible system for highlighting buttons, showing hint text boxes, and arrows to traverse the tutorial.

### Requirements

- [ ] The modals should be reusable and extensible (able to change positioning and size)
- [ ] Highlights and hints towards one button
- [ ] Highlights and explains one text field
