ENH: Format "About" Section

Description
Build out "about" section in the website html.
## Expected Behavior
Include landing page and appropriate child pages including a 'history.html'. Make sure all appropriate links work in the front and side nav bars. Make sure all nav sections carry over from 'index.html'. Use [USWDS](https://designsystem.digital.gov/page-templates/) as a guide and change /copy the code as needed. Any formatting should be done using in-line html style.
