Update or retire the fds-action-plan summary entry

## Summary

The existing `fds-action-plan` summary entry in resources.data.gov points to `strategy.data.gov` as its source and primary link. Update or remove it before the redirect goes live.

## Background

`pages/_summaries/fds-action-plan.md` currently has:

- `source: strategy.data.gov`
- `link: https://strategy.data.gov/action-plan/`

Once strategy.data.gov redirects to resources.data.gov, this entry will loop back to resources.data.gov itself, which is confusing and unhelpful.

## Options (confirm in comments based on Ticket 1 decision)

**Option A:** Update `link` to point directly to the archived PDF, and update `source` accordingly.
**Option B:** Remove this summary entry entirely if the action plan content is being consolidated into another resource entry.

## Acceptance criteria

- [ ] No live resource entry on resources.data.gov points to `strategy.data.gov` as its primary link
- [ ] If Option A: PDF link is valid and resolves correctly
