[Broken Link] Update DAIMS links in data standards page

## What needs to change
The DAIMS (DATA Act Information Model Schema) page links to two Treasury fiscal.treasury.gov URLs that both return 404. Treasury restructured their DATA Act documentation pages and these links no longer resolve.

## What to do
Find the current DAIMS documentation on the Treasury website:
1. Go to https://fiscal.treasury.gov/data-transparency/
2. Navigate to the DAIMS section and find the current schema version and documentation page
3. Replace both broken URLs with the current equivalent pages

If the DAIMS documentation has moved to a different Treasury subdomain entirely, search for "DAIMS schema Treasury" to locate the current home.

Click both updated links and confirm they resolve without a 404. Visit the live data standards page at https://resources.data.gov/standards and confirm the DAIMS links work.
