This ticket incorporates the new content for "Creating an OpenACR" into the website, which we have decided to put under the primary navigation "Guide".

Steps to complete this ticket:
- Add a new primary navigation field "Guide"
- Add a drop-down for "Creating an OpenACR report" (there will be more content under "Guide" in the future)
