Create Personas of users

It would be useful to at least think of the people who might be engaging with the software and ACRs we are building here.

We can probably build on from the very rough framework we've started here https://accessibility.civicactions.com/personas/

I can see the need for:
- Vendor
- Client (government, education, business)
- Procurement Officer / Contract Officer
- Accessibility Subject Matter Expert (SME)
- OPAT Author (Accessibility Professional)
- Project Manager
- People seeking accommodation (People with Disabilities / Consumer)

Would there be other roles? What types of functions would we see needed:
- Comparing bids in a procurement process
- Evaluating progress of accessibility between versions of the same software
- Highlighting accessibility challenges in a department
