Discovery: Add dynamic functionality to HTML via JavaScript

Adding tools like - https://github.com/paypal/skipto - would make the ACRs easier to navigate and likely more accessible.

In the future, we may also want to be able to add additional functionality which isn't currently possible in a printed page. The current tables are rather stacked full of content at the moment for instance, and we might want to be able to better filter/organize content.

Start by reviewing the current HTML tables and the linked PayPal SkipTo tool to understand the navigation problem. The issue does not name files, tests, or a defined first feature, so the scope and completion criteria need to be clarified before implementation.
