Please see below feedback and insight as to the report on Federal IT Modernization, thank you for taking the step to be open and transparent.

I think overall you are on the right track and I applaud the effort. There is one statement mentioned in the report that struck me, "In order to aggressively modernize IT systems, the Federal Government will need to maximize use of shared services and commercial capabilities." I am of the opinion that with the right support from your commercial counter-parts, performance based Cloud Projects can be documented and distributed within Federal Agencies to serve as a play book for Cloud adoption, Cyber Security and Data Center Optimization. Please see below for specific examples and outcomes:

1. Cloud Migration

-Amazon Web Services - Trusted Advisor / Optimal Compute
(outcome - real time migrations with no security risk or breach, cost analysis demonstrating and documenting improvement of performance and reduced annual spend, Amazon Optimal Compute has spot instance market which allows a savings of cloud costs of 80% for hosted applications)

2. Data Center Optimization / DCOI Monitoring Solution
-One Time Assessment captures roughly 30% of all servers in data centers and using power but not connected to any application and serve no purpose.
-Monitoring Solution DCOI - custom developed for monitoring US Federal application/infrastructure performance.

3. Cyber Security - I met with Avi this week from SixGill. This is a solution which provides intelligence of Dark Web activities and identifies the bad actors patterns and behavior. It is the current solution used by Israeli Intel and could be applied to the US Federal Agencies. It is the only solution which allows you to see the plan of attack before it occurs. Our Cyber Specialist recently joined DMB from the CIA and has been trained on various platforms such as Alien Vault, SixGill, Dark Cube and Deep Instinct. William has extensive training on physical infrastructure and uses a cyber assessment to identify vulnerabilities. https://www.cybersixgill.com/product/ DMB Cyber has developed a 360 degree cyber plan which raises the bar for cyber security protection and data safeguarding. Because the cyber 360 maximizes cyber resources, annual savings from current cyber costs equal about 25% of total cyber budget.


4. Amazon Web Services - As an Amazon Web Services Cloud Specialist, I believe there are several project programs that fit well with Amazon Web Services Public Sector, email conversion/migration is one of them. I also firmly believe one of the biggest benefits to AWS is the Spot, Reserved instance trading. The Federal Government could save millions of dollars per agency if instances were bought right sized.

5. Case Study - included is a Cloud Disaster Recovery project using CloudEndure and Amazon Web Services. The last page, Gary Danof, Vice President of Cloud (DLT Solutions), mentions it's one of the best turn arounds he has seen. Gary was a 20 year Microsoft Cloud guy, he was the mentor who taught me not to just fix it - but make it great.

6. Sponsored Program - What if......I could engage Amazon Web Services Public Sector team and confirm they would be willing to participate in the first annual American Technology Council "Cloud Challenge". Once we have Amazon, Microsoft and Google should follow - here is what the program would look like:
Prior to year end - December perhaps, the three cloud providers select a "Cloud Team" (one of their Cloud Specialists or Advanced Consultants) and prepare a cloud project based on a case study prepared for each cloud. In the case study, objectives would reflect current initiatives you have outlined. For example, a cloud migration project within a specific data center environment which outlined objectives for the project. The teams then prepare project plans and simulate a migration. Each team would then present the outcomes produced and discuss the details of the project. Prizes would be given to the teams from the cloud provider based on their performance. Along with the participation, each team would roll out a Federal Sponsored Program that specifically is for the goals included in the Summary of Recommend. For example, I think I could migrate all the smaller agencies cloud applications with our cyber expert "Houdini". I also think DMB could perform the cloud migration plan and strategy while Amazon would pay for migration tools and costs. DMB would have one-year to perform smaller agency migrations and report the results at the following American Technology Council "Cloud Challenge". So in other words, because DMB was selected to participate in the "Cloud Challenge" DMB gives back for one year to help you, and support your modernization plan. Benefits include - high visibility, jump start cloud initiatives, round out your team with my team and work together.

In closing, I hope this helps. I am offering to you my absolute assistance - our President needs you. I think it's really cool President Trump asked for your help, he's doing a great job.. I think the "Cloud Challenge" has the potential to be a great success, I also think I want you to succeed in a big way!
