Sort Datasets Correctly

Inventory.data.gov has a sort feature that is supposed to sort the datasets by name. It does not appear to work correctly. The datasets are not sorted by title. For example, for USDA ERS, the first dataset listed is "Creative Class County Codes" when is should be datasets that begin with "A" such as Adoption of Genetically Engineered Crops".

Start by reproducing the dataset sort on Inventory.data.gov, using the USDA ERS example in the issue. Trace the dataset listing and sorting entry point, then verify that results are ordered by title alphabetically, with titles beginning with “A” appearing before “Creative Class County Codes”.
