Deleting unused files in data/dotgov-websites?

Over at [cisagov/dotgov-data](https://github.com/cisagov/dotgov-data), we've gotten some emails from agencies confused about which dotgov-websites data they should review or update. At the very least, I'd like to suggest deleting ocsp-crl.csv ([...soon, not yet](https://github.com/cisagov/pshtt_reporter/pull/49/files)), but if the other files are not needed in this repo, I'd recommend deleting them and using https://github.com/cisagov/dotgov-data/tree/main/dotgov-websites instead.
