Determine which schema is suitable for harvesting code.json

In order to harvest code.json and eventually display it on data.gov, we use schemas in our system. Currently, there are multiple schemas associated with code.json. This issue is to strategize on which schema(s) will be supported by our system. It may require contacting another POC from OMB for this effort.
