[EPIC] Code.json reporting

In order to fulfill OMB requirements, there will be various items that need addressing and/or data gaps filled.

This may involve coaching OMB on harvest API access and usage, to support their reporting.

This may involve data entry or data changes in the harvester to support various requirements.

This may involve building reporting dashboard into harvest.data.gov to fulfill OMB's requirements.

First step: define from OMB reporting requirements -

- Who owns the report?
- How often does it need to be run/refreshed?
- Should it be public?
- Where should it live?
