[EPIC] Code.json metadata creation

Currently CMS is supporting a metadata form for creating code.json objects: https://dsacms.github.io/codejson-generator/. Code is at https://github.com/DSACMS/codejson-generator

We want to replicate this, and support it somewhere in the data.gov environment. Options include:

- inventory.data.gov
- resources.data.gov
- data.gov 11ty app
- harvest.data.gov

Recommend building application as custom app and routing through one of the above applications. May require customization on branding or other items. Should support USWDS or other compliance with UI standards.

Should test out all the functionality, and align with code.json harvest epic and what metadata standard(s) are supported. Certain functionality (such as email button) may be reconsidered if not working.

New features/tooling will be in a future improvement epic, after analysis of usage and users.
