[SPIKE] Code Repo "Reporting Requirements" What does this mean?

OMB is requesting this but I dont understand what this means.. copying it so we dont lose it.

Harvest and publish, on the repository page, reporting requirements reported/updated by
agency
A. MINIMUM STANDARD REPORTING REQUIREMENTS
o frequency of reuse of code (including access and modification)
o weather source code is maintained
o whether there is a feedback mechanism for improvements to or community
development of the shared code
o the number and circumstances (unclassified) of all exemptions granted under
section
-running list of unclassified exemptions requested vs granted
o contract/licensing under which custom-developed source code was produced
