SAP coordination: document pilot results and draft scale-up recommendation

### What
After the pilot is complete, document what worked, what did not, and produce a short recommendation on whether and how to scale the approach to additional agencies.

### Why
The pilot is a proof of concept, not a final product. A written summary closes the loop for leadership and sets up the next phase of work.

### Done When
- [ ] Pilot outcomes documented (what was tested, what worked, what needed adjustment)
- [ ] Open questions or gaps identified for the next phase
- [ ] A short recommendation memo is drafted for Sue to share with leadership and the SAP PMO
- [ ] Recommendation addresses: scale-up approach, agency guidance needs, any ongoing coordination required between Data.gov and SAP PMO

### Notes
- This is a documentation and synthesis task
- Output should be brief (1-2 pages or equivalent); this is not a formal report
- Feed findings into resources.data.gov guidance page if the approach is confirmed
