[EPIC] Agency Dataset Usage Metrics (M-25-05 Compliance Support)

### Summary

M-25-05 requires agencies to publish annual usage statistics for their public data assets. Many agencies lack the infrastructure to meet this requirement on their own. Data.gov will provide baseline dataset-level metrics derived from GA4 click-through data on catalog.data.gov, surfaced on each organization page, with a downloadable CSV. This work also requires building a retention system so historical data is preserved for year-over-year reporting.

A click-through is recorded when a user searches catalog.data.gov and clicks to access a dataset. These metrics reflect access through the Data.gov platform only and do not reflect direct agency-hosted access.

### Out of scope

Metrics reflecting direct access to agency-hosted resources not routed through catalog.data.gov. This limitation will be disclosed on each organization page.
